White paper project meaning

What tech buyers want from white papers is solid, well-written technical information they can use to solve a problem and to help them evaluate and justify a purchasing decision.

When planning your next white paper project, remember this definition from Gordon Graham:

White paper: A persuasive essay that uses facts and logic to promote a recommended solution to a certain problem.

So the process looks all integrated but there may be a bit of a catch-22 here. Which comes first, the work spent on doing the estimate or the selection of the project in order to be able to spend time on the project?

Moreover, what happens if the bottom-up estimate doesn’t match the estimate of the portfolio selection process? If the estimate is less, there’s probably no issue, but if the work can’t possibly be completed in the time or budget estimated by the portfolio selection people, there is a conflict.

You might think that the natural thing to do would be to reconvene senior management and just discuss the problem, but there are a lot of situations where that isn’t as easy as it seems.

First of all, the portfolio selection committee is rarely the project management staff.

In my case, I took ownership of it, I ranked the projects and then asked for confirmation. The people that really needed to be involved and tell me the priorities and work out overlap never really talked to each other.
I should have facilitated this rather than ‘fill in the paperwork’ for them.

  • Be consultative. Ask lots of questions about why certain projects have certain priorities.

If no one is challenging each other and everyone’s projects get on the list, there is a problem and I can guarantee there are not enough resources to deliver.

  • The portfolio is alive. Not to go all Mary Shelley’s Frankenstein on you but the fact is, priorities change.

They change because we have new management, there was a shift in the market, or whatever else you can think of.

  • We now do a resource-leveling analysis to determine our capacity across many projects.

  • We use our resource assignments to push task and assignment data to each user as an Outlook task or calendar event. Users no longer need to go to a “project management system”.

They are now able to see their data in their daily agenda. The data looks just like it does in the project list and is linked further upstream to the portfolio view.

  • Progress from these tasks and availability from Outlook is moved back from the individual to the project management system along with estimates on when this work will be completed.

The data looks just like it does in the other two systems, so moving the data is relatively easy.

  • Creating such a system is technically very straightforward using the tools available to us today along with a bit of configuration and development.

Maybe to keep up with technology changes on their website, they need to upgrade to newer computers and software.

We will recognize two types of projects that will get done independent of their ranking:

Please do keep in mind that just because these projects are “forced in” does not mean they have to be done right away.

They’re advanced problem-solving guides. Typically, whitepapers require at least an email address for download (usually they require information more than that), making them great for capturing leads.

    What Isn’t a Whitepaper?

    A product pitch.

Although Investopedia defines a whitepaper as “an informational document issued by a company to promote or highlight the features of a solution, product, or service,” be warned that overtly shilling your own stuff could turn off your readers.

The goal of a whitepaper is to inform and persuade based on facts and evidence, not tell the world why people need to buy your product right now.

Review of the Civil Administration of Mesopotamia” and was presented to Parliament in 1920. In the British government, a white paper is usually the less extensive version of the so-called blue book, both terms being derived from the colour of the document’s cover.[2]

White papers are a “tool of participatory democracy …
not [an] unalterable policy commitment”.[5] “White papers have tried to perform the dual role of presenting firm government policies while at the same time inviting opinions upon them.”[6]

In Canada, a white paper is “a policy document, approved by Cabinet, tabled in the House of Commons and made available to the general public”.[7] The “provision of policy information through the use of white and green papers can help to create an awareness of policy issues among parliamentarians and the public and to encourage an exchange of information and analysis.

Whether a project is an actual funded project or just an idea for consideration, they can all be entered into Microsoft Project Server.

The teams will then associate their projects with these drivers, including the measures that have been defined. This is a simple website page that is easily filled in.

The teams will have to sit together in a meeting and share their results with the sponsors to ensure they have properly aligned their projects.

    Final Thoughts

Microsoft Project Server has some very powerful capabilities to help you more effectively prioritize, select or even kill projects. This document does not cover the entire Portfolio Management process, but suffice to say, it is very powerful, allowing for real-time decision- making.

Strategic Alignment is but one component of selecting and analyzing projects.
